HTA Advocacy Initiative

Goal

Our client started the HTA Advocacy Initiative to respond to the need to shape systems/policies that support favorable access to innovative treatments for patients. The goal of the initial project was to collect insights from exploratory interviews on HTA technicalities and advocacy experience of select countries.

Later, the client extended the engagement and asked us to develop HTA Principles that the healthcare systems should abide by to ensure optimal access to innovation. Finally, they asked us to develop HTA advocacy materials, support the initiative’s roll-out in pilot countries, and document early impact and learnings.

Approach

Clarity & positions’ alignment

Gather learnings on HTA from reference countries and clearly define global position on HTA and supporting materials and continuous drive towards alignment of trade associations and think tanks with that global position

Support for affiliate x-functional teams

Develop and roll-out advocacy materials to support the affiliate cross-functional process of analyzing local environments, defining ambition, and building targeted HTA advocacy strategies

Impact & learnings

Document HTA advocacy impact in affiliate countries and encourage regular re-assessment of the local situation & changing needs to refine advocacy strategies going forward and inform the need for global support

The HTA Advocacy Initiative created impact beyond the client’s organization and generated value aligned with our desire to contribute to sustainable healthcare systems around the world.

We developed key HTA principles building on reference markets’ perception and experience with HTA systems
We proposed messaging (together with objection handling strategy) that could be used to mobilize and engage key stakeholders in HTA advocacy efforts
We provided additional complementary material to support the client’s affiliates’ HTA Advocacy planning efforts
We documented the HTA advocacy impact in affiliate pilot countries and collected learnings and identified internally- and externally-oriented HTA advocacy success factors
